For the last 22 years, Dr. Jim Collins has served as the Executive Director of the Miss Arkansas Tech pageant. Twenty-two years as a volunteer in the Miss America Organization have provided him with unique insight. So, when it comes to Miss America 2.0, he has some strong opinions.
